NOTICE INVITING TENDERS TO RUN A CANTEEN

AT MEPZ-SEZ , Tambaram, CHENNAI - 45

 

 

                     MEPZ SEZ has been developed by the Ministry of Commerce, Government of India. It spreads over 260 acres near Tambaram. It is a multi product SEZ with more than 100 units functioning. About 25000 people are employed in the Zone. Most of the big units provide catering for their employees. However, there are a number of visitors to the zone and other stakeholders for whose benefit, a canteen is being run. This tender notice seeks proposals in order to identify a suitable agency to take up the operation of the canteen at MEPZ.

 

             MEPZ, Chennai invites bids from well-established restaurant owners/catering services preferably having experience of providing food services in Government Departments / Agencies /  large public or private establishments,  to run the MEPZ canteen on lease basis, located at MEPZ SEZ, Tambaram, Chennai.  The lease will initially be for a period of one year only.  However, if the services are found to be satisfactory, the period of contract could be considered for further extension up to three years.

 

                      The Canteen should be able to cater to [ 100 ] persons. Good quality crockery and cutlery for [ 100 ]  persons should be available.  Hygiene and health are of primary importance and high standards of hygiene should be adopted for cooking.  The canteen would be open to staff working in MEPZ SEZ, employees working in MEPZ units and various daily visitors to the Zone.  The covered area of the canteen including kitchen and seating area is  417 sq.m. spread over two floors. In addition another additional built up space of 185 sq.m.  can also be made, if there is convincing justification for the same.  But the technical bid must clearly mention the plan for utilization of both the buildings and justification for the same.  The canteen building or buildings as the case may be, will be allotted to the successful bidder on “as is where is” basis. The water and electricity charges has to be paid  by the lessee  every month on actual basis.  The cleanliness of the canteen and upkeep of the place will be maintained by the Lessee.  The canteen is required to provide good quality and hygienic lunch (meals), tiffin items, snacks, coffee/tea etc.  The lessee will arrange for compliance with the relevant legal and local provisions covering sanitation, food safety standards etc.

 

                      The Contract will be awarded based on a combination of factors including Technical aspects such as -  the past experience, quality of crockery/ furniture, quality of food items etc and  Financial aspects such as – [ rates proposed to be quoted for food items] , lease rental that can be offered to MEPZ every month etc. Therefore, to facilitate such evaluation,  the bids should be in two sealed envelopes.  One for technical bid citing the technical capability, experience etc  and other for financial bid.  Details of experience of running canteens along with proof of financial standing viz.  Income Tax Returns etc. must accompany the technical bid.  Financial bid shall be opened only in respect of those whose  technical bids qualify in the technical evaluation. 

 

            The technical bid must include a detailed proposal of what the interested bidders are proposing. It should spell out clearly the type of improvements / investments in the canteen the bidder is proposing, the arrangements for cooking & dining, the number of people to the involved, the cuisine / menu details, logistics arrangements for transport of vegetables/foodstuffs etc. It may also be kept in mind that the MEPZ SEZ is a Customs bonded area and so only those people who are in possession of a valid ID card to work in the Zone or visitors etc who have a valid entry pass will be permitted into the Zone. Therefore, the issue of the proposed canteen catering to any other outside person does not arise.

 

            The financial bid will simply be the maximum lease rental that the bidder is willing to pay MEPZ SEZ every month. Services relating to authorized operations rendered to a SEZ Developer within the SEZ are exempt from payment of Service Tax. The successful bid will be selected by a combined evaluation procedure covering technical and financial aspects of only such of those bids that qualify technically.

 

                      Interested parties who are professional in providing  good quality hygienic food and catering services and have sufficient experience in this field may send their tenders along with an EMD  of Rs.10000/- (refundable) in the form of bank draft in favour of “Development Commissioner, MEPZ” payable at Chennai.  Soon after the contract is awarded necessary health & hygiene certifications from the local body                ( Tambaram Municipality ) will have to be obtained by the contractor at his own cost after following all the necessary procedures.  Bids in sealed cover complete in all respect along with supporting documents & EMD should reach the undersigned at MEPZ, Chennai latest by 3.30 PM on   [ ..17.12.08..]  The tender will be opened immediately thereafter in the presence of those bidders who wish to be present in the above room.  Late & incomplete/vague bids will not be considered at all. Interested bidders are welcome to visit the canteen building and study the catering requirements in the Zone before submitting their technical bids.  A committee will be set up to visit the short listed restaurants/ caterers to check the quality of food and hygiene before financial bid is opened.    For any further clarification,  Joint Development Commissioner, MEPZ may be contacted on weekdays  at Tele.No.22628232.                      DC,  MEPZ  reserves the right to reject any or all  quotations without assigning any reason whatsoever.  Even after award of   the contract, if the services of the contractor are found unsatisfactory, the contract is liable to be terminated earlier after one month’s notice.  The decision of the DC, MEPZ in the matter will be final.
