NOTICE INVITING TENDER

Sealed tenders in the format as specified in Annexure, are invited from prospective bidders for hiring of vehicle alone without the services of Driver, as per the requirement mentioned below in the Schedule for the Office of the Development Commissioner, MEPZ Special Economic Zone, NH-45, Tambaram, Chennai 600 045.  The vehicle will be exclusively kept at the disposal of the office of Development Commissioner, MEPZ-SEZ.

SCHEDULE

The interested parties are requested to submit their bids mentioning therein the price to be charged by them.  Last date of submission of sealed tenders is 15.12.2008 upto 15.00 hours.  The bids will be opened on 15.12.2008 at 15:30 hours The Terms and Conditions are as enclosed.

The Development Commissioner, MEPZ Special Economic Zone, Tambaram, Chennai reserves the right to reject any or all tender offers without assigning any reasons thereto.

Terms and Conditions :

1.         The contract will be valid for the period from the date of agreement to 31.12.2009.

2.         The bidders should have a registered and well established Taxi Agency / Firm having sufficient number of latest models of taxi car for hiring.  List of vehicles owned by the bidders and the details of the vehicle to be provided to the Development Commissioner, MEPZ Special Economic Zone must be attached along with the tender documents.

3.         The taxi cars will be kept neat and clean and in perfect running condition with shining body and clean interior with good upholstery.

4.         In case, condition of taxi is not found to be satisfactory, they shall be returned for immediate replacement.  In case no replacement is provided on time, this office would have a right to hire a vehicle from the market and the additional cost incurred by the office will be borne by the transport operator.

5.         The Agency / Firm should have an adequate number of telephones for contact round the clock.

6.         The Development Commissioner, MEPZ-SEZ reserves the right to accept or reject the quotation wholly or partly without assigning any reasons thereof or accept more than one offer.

7.         The billing will be done on monthly basis.  Bills, preferably typed and in triplicate, in connection with the service shall be submitted to this office. The payment will be made through Bank.  Hence a bank account in any of the Indian Bank Branches is preferable.

8.         The vehicle will be exclusively kept at the disposal of office of the Development Commissioner, MEPZ-SEZ.

9.         (a) Every month, only the monthly hiring charges will be paid.  Cost of petrol / diesel / oil / lubricants will be paid by Development Commissioner, MEPZ-SEZ separately.

            (b) Maintenance and servicing of the vehicle on a monthly basis has to be ensured by the transport operator at his expense.  Repair expenses, if any, has also to be borne by the transport operator.

10.       In case of breakdown of any vehicle during duty, it shall be the responsibility of the firm to provide a substitute vehicle replacement immediately.  In case vehicle does not report on time / does not report at all, the customer would have a right to hire a vehicle from the market and the additional cost incurred by the customer will be borne by the Transport Operator.

11.       (a) The vehicle should have the comprehensive insurance to cover the risk during the contract period.  In case of any accident, all the claims arising out of it shall be met by the Transport Operator.

            (b) During the tenure of the contract, this office will ensure the safety and security of the vehicle as long as it is retained with us.  For the duration when the vehicle is taken out for maintenance / servicing etc, the transport operator has to take responsibility for the safety and security of the vehicle.

12.       In case of any dispute of any kind and in any respect whatsoever, the decision of the Development Commissioner, MEPZ-SEZ shall be final and binding.

13.       The vehicle may be available / running in Tamilnadu State as and when the Development Commissioner, MEPZ-SEZ so desires.

14.       Vehicle will be utilized exclusively for the requirement of the office of the Development Commissioner, MEPZ-SEZ and will not be made available to the transport operator.

15.       Service Tax and all such other liabilities if any, has to be borne by the transport operator.

16.       A declaration regarding acceptance of the above mentioned terms and conditions is to be submitted along with the tender.

17.       If any of the terms and conditions mentioned above are not found fulfilled during the work contract, the Development Commissioner, MEPZ Special Economic Zone reserves the right to discontinue the contract without assigning any reasons there for.
