ORDER:
In the letter first read above, the Commerce Secretary, Government of India has suggested to this Government for constitution of a State level Committee under the Chairmanship of Development Commissioner, Madras Export Processing Zone, with appropriate representation from the State agencies for giving time bound clearances to Export Oriented Units (EOUs) and units in the Export Processing Zones with regard to power/water connection, Pollution Control Clearances, Sales Tax Registration, Building plan approvals, No Objection Certificate from Fire Officers etc. in order to create congenial environment for the exporting community.
2. The Government have decided to accept the recommendation of the Government of India. Accordingly, the Government Constitute an Export Promotion Committee under the Chairmanship of Development Commissioner, Madras Export Processing Zone, Tambaram, Chennai-45 for ensuring Single Window Clearance to the Export Oriented Units and Export Processing Zones in this State. For this purpose a Notification is appended to this order, which will be published in the Tamil Nadu Government Gazettee.
3. The Works Manager, Government Central Press, Chennai is requested to publish the Notification in the next issue of the Tamil Nadu Government Gazettee, and send 30 copies of the Notification to the Government immediately.

NOTIFICATION
Whereas the Government of India, Ministry of Commerce are providing a number of facilities and concessions to the Export Oriented Units (EOUs) and units in the Export Processing Zones by way of duty remissions, subsidized infrastructure in the Export Processing Zones and simplified procedure to promote export from these export oriented units.
And whereas on the suggestion of the Government of India, various State Governments have also extended benefits and duty concessions to the EOUs/EPZ units.
And whereas the Government of India have now decided that an Apex Committee may be constituted under the Chairmanship of Development Commissioner, Madras Export Processing Zone which will be responsible for providing promotional support and also act as single window clearance for providing various facilities, clearances and approvals.
Therefore, the Government of Tamil Nadu,, have decided to constitute an Export Promotion Committee for EOU/EPZ units with the following members:-

The Committee will meet every month or as may be considered necessary by the Chairman and process all applications of the EOUs / EPZ units relating to the allotment of land, approval of building plans, allotment of sales tax Nos., sanction of power/water connection, issue of No Objection Certification from Pollution Control/Fire Control angle and other clearances/approvals as may be required under the Central/State Laws Rules and Regulations for setting up Export Oriented Units. The Committee itself would not give any statutory approvals but monitor the approvals given by various bodies. The decision taken by the Committee will be endorsed by the respective departments within a period of two weeks. Wherever approvals/sanction of a particular authority are necessary as per statutory provisions, it will be incumbent upon the Committee to obtain approval/sanction of the Competent Authority within a period prescribed in the statue.
All Departments represented in the Committee will take effective steps to ensure that necessary approvals/clearance are issued on priority basis by all units under their control so that smooth implementation and setting up of the Export Oriented Units / Units in the Export Processing Zone are ensured.
