Sir,

As you may be aware, Government of India, Ministry of Commerce, have initiated steps to introduce SEZ Online System for Special Economic Zones. Therefore, the SEZ Developers / SEZ Units / EOUs working under the jurisdiction of the Development Commissioners will have the facility of interacting with the Development Commissioner’s Office through online system. The Exporting Community, in the near future should be in a position to know the status of their various requests filed with the Development Commissioner over the Internet. The introduction of the online system is expected to avoid loss of time,energy, cost and effort on account of visits to the Office of the Development Commissioner for these purposes.

2. Ministry of Commerce has agreed to bear the entire huge expenditure towards cost of hardware and software for this purpose. The proposed E-Governance project will be implemented through NSDL Database Management Limited. Ministry of Commerce have entered into a Memorandum of Understanding with the agency. As per the Understanding, the project would be implemented in phases. The SEZ online project briefly covers the following:-

13.	Free Form – This covers the functionality of filing of the free form requests by the user and process the same by the SEZ official. Free form requests ae for sending any type of griegances or other requests, other than the requests that are to be filed in standard format.
14.	Merger – creating a merger between two or more companies under SEZ.
15.	Upload – DAK – This functionality covers creating an inward DAK item for any type of letter / Documents received at SEZ. This letter can be associated to particular transaction.
16.	Pending Request Inbox – This covers the functionality of displaying the status of requests. The SEZ official can edit the request status through his inbox and the user can view the current status of the request through his inbox.
17.	Softex Forms -
18.	Amendments – viz., change in company name, change in factory location, deletion of factory location, change in production capacity, change in foreign exchange inflow and outflow, deletion in item of manufacture, addition in item of manufacture etc.
19.	Check list - displaying and updating the checklist corresponding to each request. This is to check whether the user has submitted all the required form needed for specific request type.
20.	Letter Generation – This covers the functionality of generating editing, saving sending the uploading the letter.
21.	Update the Unit Details - This covers the functionality of updating, the validity details of Letter of Approval, date of commencement of production, date of submission of sales / leas deed unit area and the status of the unit.
22.	Dispatch – Functionality of dispatching letters to users. SEZ official can even view reference nos. and content of the letters that are earlier dispatched to users.
23.	Funds Appropriation – The Branch Officer of the Accounts Section, Development Commissioner and DC-in-Charge can add funds appropriated to SEZ and view them later for reference.
24.	Random check – Functionality covers random check of the paid claims for audit.
25.	Admin- This functionality covers creation of new Development Commissionerate , linking SEZs to Commissionerate assigning rights to SEZ officials to process specific transactions.
26.	MIS Reports – To be mutually agreed and restricted to 20 reports.
27,.	Import functionality – Submission of Bill of Entry, DTA procurement, reporting form for DTA procurement from DTA
28.	Export functionality – This functionality covers online submission of shipping bills and Bill of Export
29.	Interface with Customs Ice gate- This will enable customs officials at ports to view assessed / registered bill of entry, shipping bills. This functionality is subject to the permission granted by Directorate General of Systems (Customs and Central Excise) Ministry of Finance.
30.	Sub contracting – Job work, Repair work etc.
31.	Additional MIS Reports – To be agreed mutually and restricted to 10 reports.
32.	Dash board of MOC and Development Commissionerate officials

2.B NMDL shall establish and maintain SEZ Online system. Department of Commerce will be issuing appropriate directive to all concerned to register in SEZ online system to ensure that those who are required to file applications, reports, claims, Bill of Entry,DTA procurement / Bill of Export, Shipping Bill etc. would do so mandatorily by using the facilities so established.

2.C. NMDL shall charge the users on the basis of usage of the system. Department of Commerce has agreed that NMDL will levy charges to the users of the system at the following rates and service tax, duties and any other levies will be payable by the users as applicable.

2.D NMDL will obtain ISO 27001 certification for SEZ Online System. NMDL will adopt following policies for data management and security

Policy on application of access control
Policy on user access control
Policy on electronic mails
Policy on Electronic office system
Policy on Password management
Policy on information labeling and handling
Policy on human resource security
Policy on separation of development and operational facility.

2.E NMDL shall make this service available from 6.00 AM to 9 PM on weekdays and 8 AM to 6 PM on Saturday except during routine maintenance or service upgrade as per the schedule announced in advance. NMDL promised to ensure an operational uptime of 97%.

2.F NMDL shall maintain a single shift support desk for technical support of registered users in SEZ online telephonically.

3. All the Developers / Co-Developers / SEZ Units / EOU Units are requested to go through the contents of this circular and prepare themselves to take advantage of the SEZ online System and use the same effectively for the success of the system.

4. It is proposed to conduct training programme for the users of the system viz., Developers / Co-Developers / SEZ Units / EOU Units as well as the Officers and Staff of the Development Commissionerate shortly. The training for the Development Commissionerate , SEEPZ, Mumbai has since been completed by 9^th of November and it is expected that the next training will be scheduled for the Office of the Development Commissioner, MEPZ SEZ. For this purpose, M/s. NMDL will be directly sending the notice for the training programme. The date of the training programme will be also published on the website of the MEPZ SEZ – viz., www.mepz.gov.in . Users are requested to kindly watch out for the training schedule and make it convenient to attend the training programme without fail in order to ensure a smooth transition to the new regime which is expected to be of great benefit to all the users.
