This is in partial modification of circular issued earlier and the specific changes incorporated have been underlined in italics.
SUB : Procedure for issue of various types of Gate Passes for entry into MEPZ Special Economic Zone.
The SEZ Rules 2006 mandate that the entry of persons into a Special Economic Zone should be regulated by the Development Commissioner through issue of Identity cards. In keeping with the spirit of the said rule, it is felt that a clear system for the issue of Identity cards needs to be put in place. Accordingly after consultations with various units and MEPZMA over the past one month and after a detailed study of ID card regulations adopted in other Central Government SEZs, the following guidelines are issued herewith for adoption in MEPZ-SEZ.
MEPZ Special Economic Zone being Customs bonded area, the movement of goods in to and out of the Zone, is subject to strict compliance of the prescribed procedures. The Entry and Exit of the persons are also restricted which is controlled by the MEPZ-SEZ Security Wing by way of issuing Gate Passes. Any person found in the MEPZ-SEZ complex without valid entry passes shall be liable for action, not only for trespass, but also under any other provisions of Law in force.
The following procedure has been prescribed and it shall come in to force w.e.f. 15th August 2008 in super cession of Circulars/ Orders/ Instructions on the subjects issued earlier:-

II. Submission of Applications and Documents
Any application for an ID card should be in writing and signed by the Authorized signatory of the MEPZ-SEZ unit. The units are free to submit data relating to names and photographs electronically also as CD etc. It should be accompanied by a covering letter signed by Authorized signatory indicating the no. of persons for whom ID cards are applied for.

1. Daily Gate Pass This Pass will be available with the MEPZ-SEZ Security and will be issued on request at the Gate for entry. Has to be Made by the unit in the SEZ or Bank/ Post Office/ BSNL and other such Telecom service providers/ campus Maintenance agency. Visitors coming to DC’s office can apply for daily gate pass directly at the gate.
2. 15 days Gate Pass The Unit shall, in writing, apply to MEPZ- SEZ authority (ID Section) mentioning the details of the persons for whom this pass is requested for, along with photo

3. Company Employees The Unit shall, in writing, apply to MEPZ- SEZ authority (ID Section) mentioning the details with photo in the format prescribed to generate the ID card. Also they need to specify the period for which
card issue viz. 6 months or 1 year or
3 years.
4. Contract Employees The Unit shall, in writing, apply to MEPZ-SEZ authority (ID Section) mentioning the details with photo in the format prescribed to generate the ID card. Also they need to specify the period for card issue viz. 6 months or 1 year or 3 years.
5. Security Employees The Unit shall, in writing, apply to MEPZ-SEZ authority (ID Section) mentioning the details with photo in the format prescribed to generate the ID card. Also they need to specify the period for card issue viz. 6 months or 1 year or 3 years.
6. Vendors The Unit shall, in writing, apply to MEPZ-SEZ authority (ID Section) mentioning the details with photo in the format prescribed to generate the ID card. Also they need to specify the period for card issue viz. 6 months or 1 year or 3 years.
7. Two wheelers The Units shall submit the applications for issue of Two Wheeler passes for Owners/ Employees/ Workers/ Staff along with photocopies of RC Book indicating the ownership of the vehicle and insurance.
8. Cars The Units shall submit the applications for issue of Car stickers for Owners/ Employees/ Workers/ Staff along with photocopies of RC Book indicating the ownership either his/her own name, father, mother or spouse of the vehicle and insurance.
9. Buses The Unit shall submit the applications along with photocopies of RC Book
indicating the ownership of the vehicle, insurance etc. On completion of the procedure, the bus stickers will be issued for entry in to the zone.
10. In the event of loss of I-Card/stickers, intimation should be given to MEPZ-SEZ with a request for issuance of duplicate I-Card/stickers along with payment of relevant fees.
11. Any tampering with I-Card/Stickers or misuse of any sort of Gate Passes shall make it liable for cancellation and action by MEPZ- SEZ Administration.
12. In the case of new appointments the unit may apply for requisite passes in advance before taking him/her on duty or on the day of his/ her joining duty.
13. The I-Cards and stickers will be issued to the Units between 11.00 to 17.00 hours on all working days but on the third working day from the date of submission of application form.
14. Processed I- Cards will be delivered only after payment of the relevant charges as per the details given in the Guide Line for Payments (given below).
III. Charges for issue of Gate Passes:
The charges for issue of Gate Passes will be as follows:

The above charges are subject to revision from time to time. Payment shall be made as per the details given in the following Guide lines for ID Cards / Entry Pass Payment.

IV. Surrender of Gate Pass:
1. The Unit shall surrender the Gate Passes after expiry of validity period/ termination of the employee/ resignation of the employee. Non surrender of Gate Passes will have a penalty of Rs.500/- which will be recovered from the concerned unit. Further, the management of the Unit shall be held responsible for misuse of such expired passes/I-cards.
2. The unit has to ensure that the Contractors/ Security Agencies/ Vendors also surrender immediately the Gate Passes issued to their employees, after expiry of the contract. Any misuse of Gate Pass after validity period/ non surrender will have a penalty of Rs.1000/- per Gate Pass will be recovered from the units engaging the Contractors/ Security Agencies/ Vendors etc. He shall also be responsible for misuse, if any of the Gate Passes by the labourers and also after expiry.
V. Screening of Gate Passes:
1. While entry / exit, the card should be displayed by all the visitors and employees of the zone units.
2. The bonafide employee of one unit shall not loiter or take benefit of unauthorized entry permit to any other unit without valid reasons therefor. Such person if located, the gate pass will be cancelled and will be treated invalid for entry in to the zone. Apart from cancellation of such gate passes, regulatory action will be taken against the units permitting such unauthorized entry in to their premises.
VI. Entry of vehicles/taxis/autos/vans:
1. The entry and exit of the vehicles into and out of the zone, the gates to be adopted for such entry / exit and the timings for such entry/exit will be regulated by the Development Commissioner, MEPZ-SEZ.
2. The car/two wheeler holders will not carry unauthorized persons without valid passes in cars/ two wheelers. Violation of the procedure entails regulatory action including penalty / termination of gate pass/car or two wheeler stickers. All the employees of contract carriages such as drivers and cleaners etc. of buses and vans etc. must have suitable passes for entering the zone. All vehicles including hired vehicles should have passes for the occupants.
3. The concerned units shall be liable for action for any unauthorized entry of persons in the contract bus hired by them during the relevant trip.
4. The contract bus should leave the zone after the employees have alighted in the respective company or else can be parked within the unit concerned.
5. The bus/car sticker issued by MEPZ-SEZ Administration shall be pasted on the front glass left hand top corner of the wind shield so that the same can be easily identifiable while entry / exit. In case of two wheelers, the pass needs to be shown when requested by the security.
6. Washing / cleaning of buses inside the zone complex is strictly prohibited.
7. The unit concerned shall ensure that, as and when contract arrangement with the vehicle operator is discontinued, the MEPZ-SEZ Administration shall be informed of the same immediately.
8. Blowing of the horns / playing of tape recorder or any musical instrument within the zone complex is not permitted.
9. The vehicle owner / driver shall observe the speed limits indicated on the road. If it is noticed that the speed limit is exceeded in the zone, the entry of the vehicle shall be banned.
10. The Development Commissioner reserves the right to restrict the movement and timings for various categories of vehicles in order to provide for better traffic management in the campus.
VII. Parking of vehicles:
1. It is the responsibility of the concerned unit to ensure that their employees park their vehicles within their compound. In case vehicles are found parked other than within the unit and obstructing the movement of employees / goods, it will entail a spot fine of Rs.250/- for the first instance of violation and Rs.500/- for the second instance. Thereafter if there is any such parking violation, it will lead to cancellation of pass without any replacement.
2. Parking of contract vehicles is strictly prohibited in the common areas of movement within the Zone. The same may be allowed to park within the concerned unit.
VIII. Entry of Courier Service provider:
The courier service provider will be allowed entry into Zone only against valid gate passes issued by MEPZ-SEZ Security on compliance of procedures prescribed by MEPZ-SEZ.
IX. Appointment of Private Security:
All private security personnel should also possess valid khaki pass for security work. The security personnel whether on contract or appointed by the units will not be allowed to be retained in MEPZ-SEZ zone complex after duty hours of the individual.
X Guidelines proposed for levy of penalty for unauthorized entry of person/ vehicle:
The units are requested to inform their employees that every employee should wear photo pass issued by MEPZ-SEZ on his/ her neck or attire from the time he/ she enters the zone and till he/ she leaves the zone, with immediate effect which is mandatory.
Whoever has applied for and sponsored the pass will be liable for all the deeds and misdeeds of the pass holders. That is, the unit will be held responsible and it is to ensure that the pass holder abides by all rules and regulations. In case of any such violation, such passes will be cancelled and there will be no other replacement or substitution.
In case unauthorized person without valid gate pass is found in any vehicle, penalty as follows shall be imposed on the concerned unit.
The unit is to be responsible for payment of fine in respect of violation by any of the card holder for whom it had applied for entry pass. If any violator individual/ vehicle pass holder refuses to pay the relevant fine, then the pass will be cancelled without replacement.
(i) Rs.250/- for the first instance for each person found without pass in such vehicle.
(ii) Rs.500/- for second instance for each person found without pass in such vehicle.
(iii) Entry of the vehicle into the zone may be stopped for three months period for third instance.
(iv) In case of an employee of an unit or allottee of premises in the zone is found without valid gate pass in the zone complex, a penalty of Rs.100/- may be imposed on the concerned employer.
(v) In case any person, who is not an employee of zone unit or allottee of premises in the zone is found without valid gate pass in the zone complex, he/ she may be treated as a trespasser and handed over to the Police.
(vi) In case any person is found without valid gate pass in the vehicle having valid vehicle pass/ sticker, Rs.500/- may be imposed on the owner of the concerned vehicle.
(vii) In case any vehicle is found in the zone complex without valid vehicle pass/ sticker, a penalty of Rs.1000/- may be imposed on the owner of the vehicle. In case of repeated violation, the vehicle pass and the individual pass will be cancelled and there will be no replacement.
XI All the units are hereby informed that with effect from 15.8.2008, entry and exit from the zone will be strictly monitored by the revamped security set up and thereafter action will be taken against persons found without valid ID card in the zone.
In order to facilitate the easy issue of I-cards to applying units, special arrangements were made appointing nodal officers for this purpose. This is being withdrawn with effect from 15th August’08.
Henceforth, all applications for issue of new ID cards, for renewal of expiring cards or for surrender of issued cards have to be submitted to the ADC (EM) and the cards can be obtained from his office. Queries in this regard can be sent to e-mail :- icard@mepz.gov.in
The payment procedure as indicated in the guideline above will be followed and payments will need to be made at MEPZMA / Indian Bank as the case may warrant.
In order to facilitate the issue of I-cards, the enforcement aspect was not insisted upon rigorously. Henceforth, it is planned to step up enforcement in order to detect people/vehicles without ID cards and take necessary action against the violators and the erring units as contained in this circular. Therefore the units are hereby advised to immediately apply for, make necessary payment and obtain the printed ID cards and distribute it to their employees/vehicles so that they are not found in violation of the ID card requirements.
In order to enable more effective communication between the security gate, MEPZ office and the units, MEPZMA was requested to bring into place an internal communication system with the help of BSNL so that there is a more effective & freer communication facility between the units and the entry gate. This will greatly help in proper issue of daily passes and will ensure that nobody enters the processing area of the zone without express consent from the unit concerned or MEPZ office., Therefore, the units are requested to coordinate with MEPZMA to ensure that such an internal communication system is soon put into place as it will prove to be very useful for all the units and will strengthen the security improvements.
In order to strengthen the security and telecom infrastructure MEPZMA has been playing an important coordinating role and the units are requested to increase their contribution towards such security arrangements to 4 % of their rentals with effect from 1st July’08 as against the prevalent rates.
This issues with the approval of Development Commissioner, MEPZ-SEZ.
