CIRCULAR NO. 2/2008

                                Sub:      Creation of Temporary Entry/Exit points in SEZ – Reg.

             In some Special Economic  Zones the Developers are seeking approvals for  temporary entry/exit points to facilitate movement of debris/construction materials.  In this regard, the following instructions are issued for strict compliance by  the SEZ Developers/units.

(i)                  No fresh Entry/Exit points other than those already approved should be created without the prior approval of Development Commissioner. Any entry/exit points existing at present without the approval of the Development Commissioner should be regularized by following the procedure enumerated here.

(ii)                Requests for creation of temporary Entry/Exit point should reach Development Commissioner’s office well in advance.

(iii)               Requests for creation of temporary Entry/Exit points should come only in case of a genuine logistical problem.

(iv)              Temporary Entry/Exit points should be used only for the purpose for which they had been approved   and   only for the stipulated period.

(v)                Additional security should be provided at the temporary Entry/Exit  point without compromising the security at the regular Entry/Exit points.

(vi)              A separate register indicating the details of material and vehicle movement should be maintained at the temporary Entry/Exit point and the security personnel should scrupulously follow the instructions given by the Authorized Officer concerned in this regard.

(vii)             In cases where the Zones do not have a proper fencing/boundary wall, the units can approach the authorized officer for creation of temporary Entry/Exit points within their boundary, subject to conditions that may be imposed by the authorized officer concerned.

 

(viii)           Any deviation from the above instructions will be viewed very seriously and may result in the cancellation of LOA.
